Does this product include mounting and woring instructions?
No it doesn't, but there are some videos on Youtube. If your installing it on an FJ Cruiser the hood scoop is a plastic insert that can pop out and you will need to buy the retainer clips because some will break when removing it. You can also just drill the mounting holes...
Is this legal to turn on on the city?
I would not think so .probably a question for your local authorities seeing laws differ from state to state .I wouldn't depend on for that
